Grant Services Information

The following information outlines available programs and updates for community and economic development funding administered or supported by SEARP&DC.

Community Development Block Grants (CDBG)

Community Development Block Grant funds allocated to counties, large cities, small cities, and Community Enhancement Funds are distributed through a competitive process. Applications are judged based on established rating criteria and how well they address the National Objectives of the program, which include benefiting at least 51% low- and moderate-income persons, aiding in the prevention of slum and blight, or meeting urgent community needs.

Applications must also align with performance goals like creating suitable living environments, providing decent affordable housing, and creating economic opportunities. Outcomes should improve availability, accessibility, affordability, or sustainability of housing or services. CDBG policies are governed by an annual Action Plan adopted by the State of Alabama.

CDBG Economic Development Grants

Eligible applicants may apply for Economic Development Grants to support facilities and infrastructure projects such as water and sewer lines, rail spurs, access roads, docks, and more. These grants help attract new or expanding businesses with a goal of job creation, particularly for unemployed or underemployed individuals. The funding ceiling is $400,000 and applications are accepted year-round on an as-needed basis.

Economic Development Administration (EDA) Programs

Established under the Public Works and Economic Development Act of 1965, the EDA aims to generate and retain jobs in economically distressed areas. SEARP&DC serves as the EDA Economic Development District for Southeast Alabama. EDA partners with governments and nonprofits to assist communities impacted by natural disasters, facility closures, trade shifts, and resource depletion.

CDBG Planning Fund

This fund supports communities in preparing comprehensive or specialized plans such as revitalization strategies or specific development studies. Grant ceilings are set at $40,000 per project.

Recreational Grant Programs

The Alabama Department of Economic and Community Affairs (ADECA) administers two key recreational grant programs:

  1. Land and Water Conservation Fund (LWCF): Provides grants for outdoor recreational developments including parks, playgrounds, and wildlife areas.
  2. Recreational Trails Program (RTP): Offers funding for walking, cycling, equestrian, and off-highway trails.

Federal Emergency Management Agency (FEMA) Grants

The Hazard Mitigation Grant Program (HMGP) funds cost-effective measures that reduce the risk of future disasters. FEMA covers up to 75% of eligible project costs, with the remaining 25% provided by the recipient. CDBG funds may be used to cover the local match, including in-kind contributions.

Delta Regional Authority (DRA)

SEARP&DC serves as the Local Development District (LDD) for Barbour County. We provide technical assistance, application review, and support for DRA’s State Economic Development Assistance Program (SEDAP) and other initiatives. For more details, visit the Delta Regional Authority website.
